Confirmed 2026-06-16: EMERGES.COM INCORPORATED ceased all list-broker operations as of July 1, 2025. The company's own homepage states it is no longer acquiring, publishing, processing, or selling lists, and the previously-published Google Forms opt-out link has been disabled. The CA AG registry (registration 545862) listed https://www.emerges.com/Government-Record-Opt-Out_ep_51-1.html as the opt-out URL but this now returns HTTP 404; likewise the earlier form URL https://www.emerges.com/Opt-Out-Request_ep_51-1.html is also 404. The seed opt_out_url is stale. Since the company has ceased operations and disabled opt-out tooling, requests should be directed by email to [email protected] (the CA registry contact). Category revised from ad_tech to other because the company's actual product was government record / voter data lists, not an ad-tech platform. Tier remains 3 (manual/opaque flow). The broken_form failure mode is recorded because the designated form pages are gone. Data-broker registration covered California, Oregon, Texas, and Vermont.
